YWCA Northcentral PA Names New CEO

February 28, 2025

WILLIAMSPORT, PA - The Board of Directors of the YWCA Northcentral PA are excited to announce the promotion of Amber Morningstar to CEO of the YWCA. She will be replacing Dawn Linn, who retired earlier this year.

Amber has been a key performer at the YWCA, serving most recently as the Program Director for the past 8 years. During this time, she has acquired significant organizational knowledge within the YWCA and community interfaces. Under her strategic leadership, she has increased program funding, initiated program expansions and developed new programs to serve the communities within Williamsport and surrounding areas. With a focus on strategic growth, staff development, and program expansion, she is well-equipped to lead the YWCA into its next phase of impact and success.

“We are thrilled to welcome Amber into this new role,” said Cheryl Yoxtheimer, President of the YWCA Board of Directors. “Not only does she have extensive experience in managing the YWCA’s key programs, she also has been a trusted leader within the Agency and the Community. She truly displays a passion for carrying out the Mission of the YWCA, ensuring critical support and resources are available for individuals impacted by domestic violence, sexual assault, human trafficking and homelessness.”

Amber has expressed that her first priorities for the role will include focusing on employee engagement, fiscal responsibility and donor development.

“As I step into the role of CEO, I am inspired by the resilience and progress the YWCA has demonstrated, and I am excited for the opportunity to build on that foundation,” said Amber Morningstar, CEO of YWCA Northcentral PA. “My goal is to ensure that we remain a cornerstone of support for our community, addressing the critical needs of those impacted by violence and homelessness. I am committed to strengthening our programs, expanding our reach, and fostering partnerships that will enhance our ability to serve and empower those who need us most.”
